Meet The Directors

Sara Todd

Sara is Deputy Chief Executive at Manchester City Council and is a Planner by trade. She is very much a Mancunian having been born in Gorton, educated at Manchester High School for Girls and Loreto Sixth Form College before going on to secure a BA (Hons) in Town and Country Planning and a Bachelor of Planning at the University of Manchester.


Her current role involves leading services in the Growth and Neighbourhoods directorate of the Council which play a key role in delivering the Manchester Strategy with a focus on delivering jobs and growth, creating places where people want to live and facilitating access to those jobs for Manchester people. Her previous roles with the Council were Regeneration Manager for South Manchester; Head of Regeneration for the City and Assistant Chief Executive (Regeneration).


As well as being a Director with the Central Library Development Trust, Sara is also a Director of the City in the Community Foundation and of the Manchester Corridor Partnership as well as being a School Governor at the Manchester Health Academy in Wythenshawe. She has previously worked in three other Greater Manchester local authorities – Bolton, Oldham and Tameside – in a variety of planning, economic development and regeneration roles over the last 20 years. She is a season ticket holder with her mum at the Etihad Stadium.

Annual Account & Report

The Development Trust recently produced its first externally examined annual accounts and report which detail its activities and future plans.
